Bottom mounting plate has a 3/8-18 x 2 machine screw coming out
  of it, which goes into a machine inset in the bottom of the pipe.
  There is also a 21/32" hex nut attached at the base of the machine
  screw, and a serrated edged threaded locking nut just above that.
This item comes with a dome shaped cover for the mounting plate.
  It is attached to a short sleeve so it can be slid up and
  out of the way for installation, then back down in place
  to cover the mounting plate:
